[GeoStL] Question about discovering a TB

I have a question about this. I have someone who discovered my kid's
travel bugs because when I posted pictures of them it shows the TB
number in the picture. I thought to discover a TB you have to
actually be able to physically touch it. Is there a right or wrong
way about it? opinions?
