[GameTalk] a bug in pipe2

I've came across a bug with regards to construction hats.
If I'm on a side scroller and I only have less than 10 minutes left and I
have a construction hat on and I die when a barrol knocked me or when the
time run out, the sound of the construction hat is stil playing although I
hear the music telling me the game is over and even if I'm back into the
main menu I still hear the construction hat's sound. Even if I start a new
game and I'm in level1 I hear the construction hat sound still.
