Fifty-percent of companies surveyed said they planned on pursuing R2 certification only, while just 17 percent said they would pursue e-Stewards only. Many companies did report they planned to pursue both certifications ? 27 percent ? with the remaining six percent split evenly between those who had not yet made up their minds, and those who had no plans to pursue either certification. The 30 companies responding to the survey are generally mid-sized to large players, including most with a national presense. The survey was developed and distributed in the weeks following the conclusion of the annual E-Scrap Conference, as a result of the unprecedented level of interest in the topic among attendees. In addition to several highly-attended preconference workshops, the final session of the conference addressed R2 and e-Stewards specifically, with presentations from Michael Conroy, of Colibri Consulting; John Lingelbach, of Decisions and Agreements, LLC; and Sarah Westervelt of the Basel Action Network. Mr. Lingelbach and Ms. Westervelt were gracious enough to respond in writing to audience-generated questions that could not be answered at the conference in the time provided. The complete responses from Ms. Westervelt are available online. 2 | U.S. resolution calls on Congress to use e-Stewards for e-cycling E-scrap stemming from the U.S. Congress may only be processed by e-Stewards, if a resolution before the House of Representatives ends up being signed into law. U.S. Representative Mike Thompson (D-California) last week introduced House Resolution 938, which calls for Congress to "to establish and implement a coordinated program for the reuse, recycling, and appropriate disposal of obsolete computers and other electronic equipment used by legislative branch offices, using only those companies certified by accredited e-Stewards certification bodies to be in conformance with the requirements of the e-Stewards Standard for Responsible Recycling and Reuse of Electronic Equipment." The bipartisan measure, co-sponsored by Gene Green (D-Texas), Mary Bono Mack (R-California) and Brian Bilbray (R-California), was referred to the House Committee on House Administration. "In choosing to work only with certified e-Stewards, Congress is saying they want to be sure their old computers and other electronic products don't end up being exported to developing nations, or sent to prison recycling shops," Barbara Kyle, National Coordinator of the Electronics TakeBack Coalition said in a press release announcing the resolution. "We are very pleased to see Congress lead by example in solving the problem of global e-waste dumping." 3 | National League of Cities adopts producer responsibility Producer responsibility makes another stride forward with a national coalition of over 19,000 municipalities calling for extended producer responsibility as a way of managing end-of-life products and packaging. The U.S. National League of Cities (NLC) adopted a resolution at its 86th Congress of Cities & Exposition, calling for producer responsibility for managing discarded products and packaging. Additionally, the resolution urges the U.S. Congress "to protect and support the ability of local and state governments to establish producer-responsibility legislation." "The endorsement by the NLC is a huge step forward for the product-stewardship movement," said Scott Cassel, PSI's Executive Director. "Product stewardship can save millions of dollars for local governments burdened by waste management costs and help them offer more services." "This resolution supports local government efforts to reduce adverse health and environmental impacts from consumer products by promoting responsibility by manufacturers," said Claude Mattox, councilmember (Phoenix), and chair of the NLC Energy, Environment and Natural Resources Committee. "Manufacturers, and others along the product chain, who take the necessary steps to reduce the environmental impact of their products, such as creating and financing take-back programs, reducing packaging and designing products to be less toxic and easier to recycle, will also assist local governments in their efforts to reduce waste management costs by reducing the amount of trash directed to landfills." 4 | China RoHS draft released Printers and telephones will be the initial products tested for toxic materials under China's new Restriction of Hazardous Substances (RoHS) law, according to a draft from the country's Ministry of Industry and Information Technology (MIIT). China's MIIT released the he draft "Key Administrative Catalog for the Pollution Control of Electronic Information Products (Batch 1)," which will cover three types of products, "Mobile Terminal, Telephone (Fixed Telephone Terminal, Cordless Telephone Terminal) and Printer Connected to Computer," with more to follow in later "batches" of the draft catalog. Green2LiveClean.com is offering free e-scrap recycling services for small businesses under its Pay to Recycle program ... The mobile communications industry, as represented by GSM World, issued a "Green Manifesto" detailing how the industry can become more sustainable moving forward, including "reducing mobile device life cycle emissions through design and recycling."
