[foxboro] idp 10 and io bad

Has anyone seen (ia ver 8.3) a situation that when you setup an IDP10
transmitter with the handheld and connect it to an FBM18 the ECB block
shows I/O bad until you go online with IFDC? The values continue to
update even though its I/O bad. TAC call #67617
We have now had 4 such situations since upgrading to 8.3.
