I had this same problem. My environment was called Process_Eng. When I
examined the dmpasswd_cfg I found two similar entries:

Process_Eng:ABCDEFGHIJKLMNOPQRSTUV:
Process_eng:ZYXW:

The first is the correct env name, so I must have set it once w/
incorrect name. I guess the DM has case issues? perhaps it was using
the little 'e' one instead of the correct one for password checking.
Anyone know?

It would probably be a good idea to check that an environment exists
before it adds an entry to that passwd file and throw an error when it
does not. Perhaps I should write a wrapper script around dmsepass that
does that very thing.
