Separate control networks are somewhat easier to administer and upgrade. Separate control networks are harder to link to exchange data among units. Typically, Steam Header pressure and temperature is needed in every unit and if the systems are separate that is harder to supply. Options to link separate systems if you go that route include: 1) FDSI to FDSI links (Modbus typically) 2) INI70 3) OPC DA - (AW70 running OPC DA Server to FDSI running OPC DA Client) Each approach has its strengths and weaknesses. My experience is that the right solution depends on the amount of interdependency among the units being linked.
