I imagine that Brian needs this "AW health flag" available in a CP logic. You can use an existing OM variable: once linked to a LOGIC/CALC input, you apply the RQL statement to this input; the result=TRUE means an healthy connection to AW. It's robust enough? Any concern? Write a script that runs under cron (or XP scheduler) to set/reset (or increment with wrap) the OM variable. If you can get the value and its changing, things must be pretty reasonable. As for the System Monitor, there's a series of programs that do the monitoring and the data is not generally available. There are some utilities that make some of it available to scripts, but that wouldn't really meet your need.
