[foxboro] Follow Up on Shrink Issue

Checked /var/tmp only using 1% of capacity.  Foxboro had me check for
CC_SERVER, found two instances running.  Killed one instance, shrink still
did not work.  Could not reboot box at the time, but was able to reboot this
morning.  Re-start fixed the issue, but not sure what it fixed.
