[foxboro] FOLAN to MESH

We replaced our FOLAN's (7 nodes) with ATS's (MESH upgrade).  The systems as
a whole is ok but when using ICC across nodes ICC is slow.  It works, but it
takes time to bring up blocks and parameters.  Editing ladder logic is
extremely slow and almost unusable.  Anyone else seen this before?  Foxboro
Tach is working on it.  Using ICC locally within the node is normal.
