[foxboro] AIM* 3.2.x historian fix

Not too long ago I related a problem with the AIM* historian where we could
no longer use the wizard or histbatch to add RTPs. We submitted a CAR,
worked with the CSC, tried to load the beta version of 3.2.2, etc. This can
now be fixed simply by copying /opt/fox/histbin/histpath to /etc. We've
verified this on both a AW51D and AW51F, using both the wizard and the batch
addition of points.
