Eleanor,

The first thing you need is to have Bluetooth switched on under settings.
The keyboard has to be paired with the IOS device if you have not used this
particular  keyboard with it before. If you have already configured the IOS
device to use the keyboard but have later switched off Bluetooth, then you
will only need to turn Bluetooth back on and the keyboard will work
immediately.
 
To operate navigation mode you just press the left and right keys at the
same time. VoiceOver will say "Quick Nav on" or "Quick Nav off" as you press
these keys. Once the Quick Nav is on you can use the left and right arrow
keys separately to move around the icons, etc.

I think you may also need to find the VO keys. These are not needed for
navigation but are very useful for other tasks. They consist of the Control
key and the Options key held down together while you press any other key on
the keyboard.  You should be able to find the control and option keys on the
bottom row at the left of the space bar. These will let you operate various
VoiceOver commands from the keyboard like home, App switcher, Item chooser
and the all-important "keyboard help" with VO-k.

No, not quite, I want to be able to navagate all the icons on all the
different pages on my iOS devices and currently am unable to do so. 
Something or other has to be enabled in order to use an external keyboard on
an iOS device.
