user rights with exchange 2000

hello

i have mailled in relation to this a couple of times and this is what i have
found out so far,

(i hope i can get some assistance this time ;)

1-a-if i created a new user that has not existed in my domain at any point,
everything works fine

-b-in m:\domain\mbx\mickeymouse
as an administrator i can open the properties and view the security

-c-if i delete the account from the domain, the account folder remains in
m:\domain\mbx\mickeymouse
and manually cannot be deleted (since the system doesnt remove it!)

2-a-if i create a user by copying it from another account, the account in
question can not access owa

-b-   in m:\domain\mbx\mickeymouse
as an administrator i can open the properties but i am not authorized to
view or modify the security!!

3- if i delete an account and attempt to recreate it as new (instead of
copying)
i still have the same problem because
m:\domain\mbx\mickeymouse
is still there from the previous creation with faulty rights

now how the hell can i get rid of this problem???
