outlook 2000 access to exch server 2000

hi
i am trying to set up collaborative services on a exchange server 2000.
when i open outlook 2000, i can't login to the exchange server "permission
denied" the only user that works is administrator.
can someone explain why. also why is the user not asked for a password?
