No, a lot of the time you would test connectivity from the outside and the
inside to ensure that its not a firewall issue that could be causing
connectivity issues.

Yes that is correct, it would.

On the other hand, you would in most cases test your smtp connection from
the inside. And if you were going to test it from the outside, simply
disable this feature. In raptor it can be done on the fly (from the inside).
