Alex,
If you have network connectivity between the recovery site and the
production site, the best option would be to maintain an AD Domain
controller stand-by by at the recovery site. This way your AD would be
up to date any time you want to do Disaster recovery.

Why would you want to use flat files? Why don't you want to use a proper
full Information store backup using ntbackup?

Alex,
If your Disaster recovery refers to the same physical server being
rebuilt with /disasterrecovery option, and provided you have good daily
full backup of your Information store, and your Active directory is
still in place it should work with no issues. What is you exact
scenario?
