I would have a guess at a dirty shutdown state or corrupt store.
Have a read of

check your store

It sounds like ab AD problem rather than exchange.
Check you AD, and make sure all services are running.

I am now getting
Unexpected error The logon attempt failed ID no: 8009030c Microsoft
Exchange System Attendant occurred.
when trying to start the exchange system atendant. This started
happening after someone aparently shut down the server with the power
button. This is a windows 2003 server small business edition. I have
tried running the service with administrator account but same problems
still.
if anyone has had this problem and has a fix or suggestion it would be
greatly appreciated.
