Nope, u must be logged on as an Exchange Administrator, and connected to the
server where the user resides, then you'll get the permissions tab in the
user properties. Add User A with "user" role, and user A will have access to
user B's mailbox.

Exchange administrator --->mailbox B -->Delivery options --> Send on Behalf
permissions .
If not, where else is the permission tab?

Hello All,
How do I set full access to a user for a mailbox which
doesn't belongs to him on Exchange5.5/sp4.0 on NT server4.0 with SP6a ?
say - user is A and his mailbox is A
user is B and his mailbox is B
now A should be able to fully access the mailbox of B.
