You can configure alerts if the queue keeps growing beyond a time threshold. This is what I do to monitor queues. To delete the message from the queue, you enumerate the messages from the Exchange System Manager and right click and delete with NDR or delete without NDR. Or you can right click on the queue name and do the same for all messaged (Is this your question?) Force connection will force a queue that is in retry mode to attempt a connection immediately without waiting for the next retry timeout. I am not sure if this does any prioritizing.
