Pop3 Restricted to Administrator

I have just finished upgrading exchange 5.5 to exchange 2003. And all works
well with one exception. POP mail only works if you adminstrator. I have looked
in Active directory users and groups, and the users are enabled for POP mail so
I am at a loss. Any one have any idea's
