Outlook and FreeBusy publishing

I have both Outlook 2002 and 2003. I have followed the articles to the letter
about publishing and subscribing, but it doesn't work. I can publish, but when
i try to subscribe, i get the error about how it cannot get the free/busy info
for the user. does anybody have it working and how???
