Tools, Synchronize, Offline Folder Setting...there is a checkbox to
Synchronize Forms.

To make it available offline, the user has to Synchronize Forms. If you have a
lot of forms, like we do, this takes a while. I would strongly advise against
trying to synchronize forms over a dialup connection.
