Outlook 2003 is trying to retrieve data from the exchange server

Greetings,
Setup:
Exchange 2003 on Windows 2000 box
Domain Controller and Global Catalog on Windows 2000
Outlook 2003 on WinXP SP1
Issue:
Occasionally a user receives the following message from Outlook "Outlook
2003 is trying to retrieve data from the exchange server". If they
attempt to do any functions inside of Outlook during this time, Outlook
is locks up on them. It doesn't happen to the same user each time and
usually only occurs for a few minutes. I was wondering if anyone knew
the cause. Sometimes it happens when someone is performing an Outlook
related task and sometimes it happens when Outlook is minimized. The
affected user can access internet and other servers fine during the
issue.
DNS appears fine. The Exchange server and DC/GC ping fine with all
Reponses <1ms. Other users can access the server and do not have any
issues during that time. There are no events in the log indicating an
issue.
This is more an annoyance then a real problem but any help being able to
pin things down would be appreciated.
