You can archive all incoming and outgoing mails on the store.

(Mailbox Store --> Properties, on the general tab)

I am running Exchange 2000 and would like to copy all mails coming in
and going out of a particular user's mailbox. What do I need to do
especially for out-going mails. The incoming mails I will let the
mailbox in the exchange to route to the user needing the mails but the
outgoing ones are the ones I am not sure of what I can do.
