OWA routing to SMTP routing master???

This is Exchange 2003 and Windows 2003.
 
I just built a fresh server today.  It is going to act as the OWA front end 
server for the org.  When I go to localhost/exchange I am getting routed to 
another server and it's failing on an https request.  The other server is the 
SMTP routing master for the org but is not a front end server.  Anyone seen 
this before?
