OWA 2000 and SSL is slow at establishing connection

Hello
i am running exchange 2000 enterprise and OWA running on the iis on the
same machine as iis
now i followed up the instructions on how to enable SSL for IIS/OWA by
installing
certificate manager etc etc...
now i have the strange problem (since the begining,)
when a user attempts to access OWA it takes at least 15 seconds for the
system to
prompt the certificate to be accepted after which the user can continue
working.
once the certificate has been aknowledged, everything runs smoothly.
what can be causing this slow service and how can i resolve it,
ive got a pentium linux box that provides a certificate in a snap
in comparison to my exchange system that haugs up as much resources
as you would give it....
