Here is the thing:

If you go to IIS and see the OWA structure, and see the web site, and then
underneath it virtual directories.

You will need to make sure that you have the same authintication on the web
site it's self and then on all of the virtual directories.

Normally when you make a change at the top level, it asks you if you want to
apply the change everthing bellow that web site.

But please before you do that make a backup if you IIS just in case.

Hi all,

I am running Exchange server 2003 Enterprise and using outlook OWA.
Recently when a user logs into OWA it takes 5 password attempts to log
them into their mailbox. The strange thing is we have a 3 attempt
failure lockout policy. It will not lock out the user and on the fifth
attempt it will get them into outlook no problem. If you put in the
incorrect password 3x it will lock you out. Has anyone seen this before?
