Move mailboxes issues

Good Morning,
I have added an Exchange 2000 server to my existing Exchange 5.5 site, and
have successfully replicated public folders and moved some mailboxes to the
new server. Some AD users, however, do not have the move mailbox option
available under exchange tasks, only create or delete mailbox. Any ideas?
