Messages marked for deletion do not delete

Exchange 2000
User connects to his mailbox from Outlook 2002 as an Exchange client.
All users also connect to a general mail box configured as a IMAP account.
They each take turns responding to e-mails in this account according to a
daily schedule.
In the IMAP account, users mark a message to delete, but it never deletes,
it is just marked as deleted. Message has a line through it (subject, from,
date) when view via the inbox, but never deletes.
What needs to be done to clear the deleted messages in the inbox?
