IIRC, the meeting publication occurs when the recipient opens the meeting.
Otherwise, it's not updated on that persons calendar just because they
received a request by default.  
 
Makes sense to me though.  If I didn't even look at a meeting, I would be
surprised to see it on my calendar.  Sometimes this causes confusion though
since you get multiple meeting requests for the same time and then have to
disappoint somebody.

For some reason, when someone sends a meeting request to another person, the
meeting does not appear in the user's calendar UNTIL the user accepts it.
How do I make the meeting appear without even accepting it?
