IIRC, the meeting publication occurs when the recipient opens the meeting. Otherwise, it's not updated on that persons calendar just because they received a request by default. Makes sense to me though. If I didn't even look at a meeting, I would be surprised to see it on my calendar. Sometimes this causes confusion though since you get multiple meeting requests for the same time and then have to disappoint somebody.
