I would suggest that you have a maximum size set on outgoing mail.

I m using Exchange 5.5 wit SP 4. Sddunly my exchange is acting funny. It
sending mails internet but if mail have some attachment then it stuck in
the Queue. If i m deleting mail and then restarting IMS then i can see
those mail in queue again. plz suggect th esause
