Highly Available Exchange 2003 Mailbox Servers

I'm currently looking around at options for Exchange 2003 Mailbox Servers. I'm
looking for something which would hold thousands (~5,000) mailboxes. I'm
looking for something which utilizes Exchange and VSS like referenced in this
article...

NetApp, as I understand it, is the most commonly chose option.
I'm wondering what experience people have with creating highly available
solutions. Are there any solutions out there which are "Exchange Cluster in a
box" type things? What products and solutions do people recommend?
