GPO Filtered Not Applied

Hello all,
We are setting up a domain based on a Windows 2003 Server. The
clients will be Windows XP Pro.
I have run into the following problem with GPO: I created a GPO
but it is not getting applied.
When I logon as one of the domain users and run gpresult, I see that
the default domain policy is getting applied, but the one that I create is
giving me this error msg

Applied Group Policy Objects

N/A
The following GPOs were not applied because they were filtered out
------------------------------------------------------------------
<Name of my new domain policy>
Filtering: Not Applied (Empty)
