Exchange 2000 and Exchange 2003 using new hardware

Exchange 2000 on wk2 and Exchange 2003 E fully patched on w2k3.
I am in the process of moving public/system folders to the Exchange 2k3
server. All folders are moved except for the 'System Configuration' folder
on the Exchange 2k box. It fails with a permissions problem;
"Access Denied; Facility:Win32; ID no. 800700005; Exchange System Manager"
I've done this before but am not recalling the fix. Thanks
