Check the DC's. This issue is often related to the fact that the DC's GC's can't be contacted effectively. Run a DSCFlush followed by DSDiag 1 on the exchange box. This should return at least two servers that it is contacting. Then look at what the config DC is and verify that all is OK on that server. Verify that the secure channel is OK and that the server that the secure channel is connecting to is fine. If not reset the secure channel. What is in the event logs?
