I've never seen this exact error, so this is an off-the-cuff response, could be total wrong. But anytime I see any type of message about "cannot create" "cannot access/read/write", etc.. The first thing I look at is security. Are you sure the account your working with is an FULL Exchange Administrator, has proper domain access, has proper NTFS rights, etc..?
