I did try to use the SMTP event Sink to get this to work, but found out
that there is a downside...

And, more importantly, the note on the end of the page:

If you use a MAPI client such as Microsoft Outlook to send the e-mail,
the recipient does not receive a modified message. This is because
messages submitted using MAPI are not in SMTP format when the e-mail
triggers the SMTP transport event. Therefore, changes that are made by
the event's code are not persisted.

You can use an SMTP Event Sink to do this, if you do a search on the
Microsoft Knowledgebase for "disclaimer" you will find some examples of
doing it using VBScript and VB .Net

Or you can purchase a third-party solution.
