After removing Exchange 2000 from the root DC...can I then rename the root DC
and change its IP.

Hi,
To Above mentioned steps I would like add few more things you need
totake care before removing or moving your DC.
apparently your first server will hold Address book , free+bust
schedule information and default public folder.
make sure you have replicated all these information to new server ,
including any public folders.
Also check your RUS server.
