If you are running 5.5, the easiest way is to disable the SMTP address
for this user, and let him use only X.400 address.

Using Exchange 5.5 how can I disable a user from receiving and sending
external email, but still able to send withing the Exchange
We have students being employed, and we want to restrict their email. 
Any help would be appreciated.
