to be an Account Operator, Exchange Admin (not Exchange View-Only
Admin).

know the minimum set of permissions to create a user and mailbox only no
delete, modify etc. I tried delegating create user in AD, however when
creating a mailbox during user creation portion, mailbox store is empty
in the drop down mailbox so can't create mailbox. Tried giving user view
only admin rights in Exchange as some places have suggested still
doesn't work.
