Create?  If you want to create a cert, the best place to do so is on a
server acting as a CA.  The best place for that is separate from your other
servers since you'll likely want to protect that server in particular. 

That said, it's often better to get a cert at a third-party trusted source,
such as Thawte or Verisign since it's already in the trusted store of the
client machine from the install.

What requirements do you have?
