Sounds like a rights issue on the OWA box.  Check Microsoft's website for a
TID on the security settings.

Why OWA only is enable this user administrator? 
When I try to log on in others users refuse by OWA.
 
How i do in this case?
 
PS: I see, active directory advanced features, protocol settings, all users
is enable.
