hello-
i'm noticing that relocation in a hub and spoke setup is not going through the "hub" site as designed, but via another site (spoke site) (when the kcc generates the agreements), however the hub site has been configured. the lowest cost set for all of the site links.
any ides on what may be causing this? kcc seeing concern with the "hub" even though it has been defined with lowest cost of 1.
