2003 OWA

I'm trying to install a new exchange server 2003, and keep running into
problems when I try to enable forms authentication. Everytime I do this
the page shows a standard windows logon, not the logon page, then if you
authenticate correctly, it will take you directly to the outlook page
bypassing the logon webpage. This is one of many authentication problems
that I keep getting, but if I get this figured out, I will be one step
closer.
