[etni] testing LD kids

With all the messages coming through on testing LD kids.....yes, we do deserve 
some pats on our backs...but we also deserve payment for our work. Perhaps 
someone would like to draft a letter that we could all read here...comment 
on...and then get it to both the unions and ministry. 
Has anyone seen a copy of the letter that was supposedly written and ignored 
last year? I'm willing to help out here.
