We tell this to our students at the beginning of the year. In fact, we put it in writing and have them sign a form stating that they are aware of the fact that their school grade is based not only on the written exam, but on other elements as well. (including classwork). It is important to do this at the beginning of the year, and to tell the students what weight the other elements have. Make it clear that doing well in these elements can add to the school grade while not doing them will detract. A student who did nothing should get nothing - a zero - given the appropriate weight - whatever the impact will have on his/her grade. A student who is unhappy with his school grade can retake the exam later (as a graduate) without a school grade.
