Maybe it is to early in the morning, but I don't see the problem. I
understand the Hebrew to mean that you have to have a "first degree", it
should be a B.A. (or B. Sc.) but a B.Ed. will also be accepted.

I am quoting from the booklet called "Lokhim helk brefroma" . You can
read the paragraph right after the table of the salaries as you can see it
says "To'ar rishon kolel To'ar B.Ed.
So there is not problem with the translation here.
