The most reasonable approach would be to make the registration system sufficiently transparent for the schools: each school would appoint a contact person who would get a username, a password and privileges to access the system. This person would get both the numbers and the names from the ministry computer. Besides, a well-configured system would automatically take care of sending the right number of exam forms to every school participating in the testing process. As you realize, this will most probably be the next step in improving the way the system works. You also realize that this will not happen any time soon unless each school sends a letter or two complaining how bad the current system is. As soon as it becomes easier to change the system than to answer all these letters, it will be done. So - start writing your complaints! And in general, making the lives of the ministry officials miserable sounds like a good idea: the more time they spend answering our letters, the less remains for their own devices (which boils down to inventing more sophisticated ways of making *our* lives miserable - this seems to somehow justify their existence). Ideally, this should cause the ministry to go haywire and start firing their own staff, not teachers - but I doubt there's enough paper in Israel to achieve that sort of overload. Well, I may dream, OK? Just for comparison: in the Health Ministry of Austria there are... 5 people; the rest are doctors, nurses and orderlies dealing with patients, not paperwork.
