Pupils requiring oral exams and/or tapes is a growing problem at our school 
also.  I feel that neither the teachers unions nor the Ministry of Education 
are addressing this situation.
Last year I taught a 12th grade 3 pt. class of 22 pupils.  Ten out of the 22 
had to be tested orally (not using tapes).  I had to stay after regular hours 
and come in on my free days for almost a month to test them for the "matkonet". 
 I "donated" more than 20 hours.
On the other hand, the pupils are not to blame and if they have to be tested 
this way, we have no choice.
I think that the teachers unions should negotiate for some financial 
reimbursement for all this extra work. This is a problem for teachers of many 
subjects.
