And this comes as a surprise? Did Limor think that by cutting budgets,
enlarging class size, shortening learning hours and firing teachers and
counselors that learner results would improve? It's like the story of the
man who tried to train the fish to live without water, and then he was
flabbergasted when the fish died. This fish is gasping for air!
