Hi David, Here's a suggestion: 1. In the first sentence the relative pronoun is the subject of the relative clause - the subject of the verb "is". I don't think "where", as a relative pronoun, can be the subject of the relative clause. 2. The equivalent of "where" is not "that" but rather "in which" or "which/that....in". So you can see that they are not parallel sentence structures. Hope that helps.
